Well, it's more dragonball, than you might think. Most importantly, it's so bad it's good, Goku's actor is basically a pleasure to watch, there's a couple of funny scenes, and the fight scenes are decent....
Although it seems to think it's Avatar in some spots instead....
And Kamehameha was no good, and Sheng Long was played by a three-foot lizard. Considering they were full-on CG, they had absolutely no excuse for that.

I heard it was really weird. More of a Dragonball in name only. Hollywood directors are strange. ^^
