A fanfic setting or not, I still like Terra as a character. Much better when sketched out like this.
I really think a non-Sailor Moon story (novel or comic) would work out great using the original NETTG characters (Terra, ASK, KZ, Ameixia) in an alternative, but original, setting. We'd still need a QS type, and a PS type is good for comic relief, but everything else is up for grabs.
As for the picture itself, I like Terra's hair, and I compliment you on the folds on the dress. ^^

Once the core characters like QS are appropriately replaced with original counterparts, and the setting tweaked, we could still use other series references (Juraian, Vorlon, etc.), but put a big genie holding a [censored] sign in front of images with only a hint off to the side, and use a ** notation for certain references!
